Library Rules

Dr. Kamal Gogoi Central Library (KGCL), Moridhal College housed with text books, reference books, news papers, magazines etc. organised with best available tools & techniques. Apart from the print resources, a good number of electronic resources comprising e-journals, e-books are available in the Library.

Following rules and regulations are in force in this library :

1. Admission to the Library
A. All members of the Moridhal College shall be allowed admission in the library.
B. Any other person with permission of the Librarian may enter the library. The right of admission shall be denied to a person if in the opinion of the Librarian he/she is:
• Of unsound mind.
• Intoxicated.
• Shabbily dressed.

2. Entrance Inside the Library:
Persons acquiring right of the admission as under 1. above, before entering/leaving the library shall:
a. Sign a register specially provided for the purpose by legibly entering all the columns. The signature shall ensure that the person concerned agrees to abide by the rule and regulations of the library.
b. All personal belongings; such as bag, umbrella, file, private books(s), etc. are not allowed in Library, except Library Reading Room Moridhal College.
c. Library Official at the entrance of the library to examine everything while passes in to or goes out of the library.

3. Membership:
1. The following categories of persons shall become members of the Central Library by default:
i. All the faculty members of Moridhal College.
ii. All the regular students of Moridhal College.
iii. PGDCA Students of Computer Science Department & DDE Moridhal College Study Centre Students of PG Level.
iv. All other regular employees of Moridhal College
All eligible members under above shall fill up and sign a membership registration form available at the circulation counter of the library, also in the Prospectus/ Information Brochure.

4.Hours of Library
On all working days : 9:00 am - 4:00 pm
Issue of Books etc. : 11:00 am onwards
The above timings of the Library are subject to change from time to time which will duly be notified in the Notice Board of the Library.

5. Rules of Lending of Books:
(a) The privilege of borrowing books from the library is restricted to the registered members only.
(b) Each member will have a Photo Identity Card cum Reader's Ticket according to the category to which he/she belongs to.
(c) The Photo Identity Card cum Reader's Ticket is not transferable.
(d) Student members must come to the library personally and tender his/her Photo Identity Card cum Reader's Ticket at the circulation counter at the time of transaction.
(e) Membership of a student shall remain valid till he/she remains on the role of the Library.
(f) The librarian may recall any book from member at any time.
(g) Loose issues of periodicals are not for issue, Students can Xerox its contents.
(h) NO OBJECTION/CLEARANCE CERTIFICATE: A No Objection/ Clearance Certificate may be issued to members only on returning all books borrowed and surrendering the readers ticket & outstanding fines if any.
(i) RENEWAL OF BOOKS: The books lent out to a member may be renewed provided the books in question are not reserved by other users.
(j) RESERVATION OF BOOK : A member may get book reserved for issue by filling in a prescribed reservation form available at the Circulation Counter. If the member fails to collect the books within 3 days from the date of intimation; the reservation may be forfeited and such book may be issued to other members.

6. Check out Limits (only books):
Teacher : 5 books for a month
Student: HS (Arts & Science) : 2 books for 10 days with one time renewal facility. Moratorium for late fine upto 5 days.
Student: TDC Core (Arts & Science) : 2 books for 10 days with one time renewal facility
Student: TDC Major (Arts & Science) : 4 books for 10 days with one time renewal facility
Student: PGDCA : 2 books for 20 days with one time renewal facility
Student: PG in DDE : 2 books for 20 days with one time renewal facility

7. Overdue Fine
Student : @ Rs.1/day per Book (With 5 Days Moratorium)
Faculty Member : @ Rs.1/day per Book

8. Loss of Library Identity Card Cum Reader's Ticket
The loss of Library Identity Card cum Readers Ticket should be reported immediately in writing to the Librarian and a fine of Rs.20/- will be charged for re-issue of the same. A Stamp size Color Photo will also be submitted.

9. Loss or Damage of Borrowed Books The loss of books borrowed by a user in his/her custody; the borrower shall be liable to replace the book. If the replacement is not done within 15 days, the defaulter will be charged as follows:- (a) Three times of the costs of the book, if the book is in print. (b) Five times the costs of the book, if the book is out of print. (c) If the book of a multi-volume set is lost or damaged, the member concerned shall be liable to replace the whole set or pay the cost of the same as on the above line.

10. General Rules
a. Silence is must inside the library.
b. Mobile phone in vibration or switch off mode only is permissible. ** Student cannot use Mobile phone in the Library by any means.
c. Member shall not smoke or spite in any part of the library.
d. While browsing books, no book should be replaced by the user on the stack themselves.
e. Books once picked out from the stack should be left in the circulation desk if not issued out.
f. The physical condition of the book should be checked while checking out. Mutilation of pages if found is to be brought to the notice of the circulation team officials. Otherwise, the borrower himself/herself shall be responsible for mutilation of the book if detected afterwards.
g. Underlining, marking, folding of pages, etc. in the book is strictly prohibited.
h. Upon any infringement of the library rules, members shall forfeit privileges of admission and membership of the library.
i. The librarian reserves the right to suspend or delinquent membership of any member found misbehaving, abusing the library staff or behaving in an indecent manner.
j. The members caught tearing of pages/stealing books or otherwise mutilating books will be suspended forthwith from using library facilities and further disciplinary action will be initiated against him/her by the College authority.
